ABSTRACT

The sooner implementation begins, the sooner a strategy can benefit from experience. Early action brings greater commitment and momentum to the process, in addition to developing essential management capacities. Other strategies for action throughout government and at local levels will be needed. These include implementation by government, the private sector and NGOs. Each has a key function, which can be helped through the appropriate legalframeworks, economic instruments and mechanisms for mediation and conflict resolution. There should be an emphasis on cooperation rather than compulsion.
