ABSTRACT
In the history of village election and self-government, foreign non-governmental organizations (NGOs) have played an important role in publicizing and contributing to the development of rural political reform and governance.1 NGOs have made funds available to sponsor publications of foreign books and training materials on elections and international conferences on village elections. Moreover, they have provided trainings for electoral officials and conducted training courses for elected members of villagers’ committees from all over the country.
