ABSTRACT

A glance at the available data confirms that Italian aid has been declining rapidly and constantly since 1992. The ODA volume continued its fall in 1994: it dropped by 12% in real terms compared with 1993 and totalled US$2.70 billion. The 1995 sectoral paralysis has been confirmed by the Minister of Foreign Affairs, Susanna Agnelli (MFA), who said that ‘In 1995, Italian ODA touched the bottom, in terms of absolute activities’. 1
