ABSTRACT

The Development Programme of the European Community is based on two legal provisions. The cooperation programme with countries in Africa, the Caribbean and the Pacific (ACP) is based on the Lomé Convention: an inter-governmental agreement between European Member States and the ACP countries. It is implemented by the EC and by ACP Member States. The other development programmes, normally referred to as budgetary aid, have been given a legal underpinning as an area of specific competence of the European Community under the Maastricht Treaty, title 17.
