ABSTRACT

In 1997, it appeared that after the budgetary cuts and threatened organisational turmoil of recent years, US aid entered a period of relative stability. The US Foreign Assistance budget increased after a sharp decline in 1997. The Administration requested another increase for 1999, but it is very unlikely that Congress will agree, despite rising budgetary surpluses.
