ABSTRACT

The training of the educators, chosen from the same regions where literacy was to be taught, was developed in four stages according to the special characteristics of each social group:

1 barrios (neighborhoods) or new villages, corresponding to our slums (cantegril, favela, . . .);

2 rural areas; 3 mining areas; 4 areas where Spanish is not the first language, which embrace 40 percent of

the population. Of this 40 percent, half is made up of bilingual citizens who learned Spanish after acquiring fluency in their own indigenous language. The other half speaks no Spanish.
