ABSTRACT
The development of the Estado de las Autonomías has taken Spain towards a federal system of governance to such an extent that it is nowadays common to describe the country as ‘quasi-federal or federal-like’, or as a state ‘moving towards federal arrangements’ (Agranoff 1993; Agranoff and Ramos Gallarmn 1997; Moreno 1997).
