ABSTRACT
Public sector reform initiatives in Ecuador have been on the management agenda since at least the 1960s. They really took off under the 1992-6 government, which initiated a formal reform programme focused on decentralisation: a key component of the reform/reinvention agenda (Osborne and Gaebler 1992:250-279). As described below, the public health sector has been part of this reform process.
