Chapter 1 provided evidence that information age reform exists, but is there evidence that it is spreading?

If we first consider reform in general, then there is no doubt about its spread: whatever their guise or terminology, public sector reform initiatives have been on the increase. They have spread to all corners of the globe (Bekke et al. 1996): to Europe (Hesse 1993; Kickert 1998), to North America (Kettl 1996; Osborne and Gaebler 1992), to Australasia (Boston et al. 1996; Davis 1996), and to developing countries (Adamolekun et al. 1997; Commonwealth Secretariat 1996). Within individual countries, they have increasingly set the agenda for public sector managers.
