ABSTRACT
The terms ‘stakeholder’ and ‘partner’ are much more complex than they appear at first sight. Both are difficult to define with precision. They may overlap in so far as a ‘stakeholder’ may also be a ‘partner’. Each term may carry baggage of an ideological or political nature. Their precise meanings evolve over time, shaped by the society which employs them.
