ABSTRACT
The impulse to respond to children’s needs is as old as humanity; unfortunately, so is the urge to exploit their helplessness and to corrupt their innocence. Charities providing protection and care, food and shelter for children preceded statutory agencies and political and legal initiatives to promote the welfare of society’s youngest, most vulnerable members.
