ABSTRACT

Making the transition to a science-intensive economy is one of the main goals of the Russian government because the prospects for social and economic development in Russia, with its great intellectual and industrial potential, as well as for overcoming the country’s reliance on the exportation of raw materials, developing high technology, and maintaining high economic growth rates, depend on it. The country’s progress is linked not only to the availability of new ideas and breakthrough technologies but also to the speed with which those technologies are commercialized and turned into new products.
