ABSTRACT

At the end of the Second World War, the Vietnamese nationalist leader Ho Chi Minh (1890-1969) wrote in the introduction to the Vietnamese Declaration of Independence:

All men are created equal; they are endowed by their Creator with certain unalienable rights; among these are Life, Liberty, and the pursuit of Happiness.
