ABSTRACT
This chapter deals with the tensions and disparities between the ostensibly democratic ideals that the mass media are supposed to serve and the communication structures and practices that actually prevail. We argue that these disparities undermine the capacity of the system to serve those democratic ideals. Our diagnosis rests on some broad assumptions which are stated, elaborated and illustrated in the following sections.
