ABSTRACT
Government policy has in numerous ways played a significant role in structuring and regulating urbanization in South Africa (Davies 1986). In adaptive response to restrictions many Blacks settled in peripheral places allowing access to towns and cities to fulfil a dream of better living. Winterveld, an informal settlement on the fringe of the Pretoria metropolitan area, exemplifies such a response.
