ABSTRACT

Post-apartheid housing policy-makers in South Africa will inherit two major problems: serious housing deficiencies for the 7 million people in informal settlements, and spatial distortions resulting from the Group Areas Act. Effective solutions must consider the total housing environment including services, facilities, amenities, and local government which can deliver them. Equally, government decisions about the amount of public funding available for housing programmes must be compatible with targets appropriate to needs and other priorities.
