ABSTRACT

When viewing Finland and Finnish people through statistics, it is obvious that Finland is a highly digitalized country. According to statistics from the World Economic Forum, Finland is now in first place in the Global Information Technology Report (World Economic Forum, 2013). Finland scores at the top on overall readiness of ICT with subindexes on environment, readiness, usage and impacts. Finnish society provides a fertile ground for Finns to adopt new technologies and domesticate novelties as an important and integral part of their everyday lives. In the Programme for the International Assessment of Adult Competencies (PIAAC) study conducted during 2013 in OECD countries, Finland also scores high. Within the comparison of 24 countries, Finland was second best in adult literacy, numeracy and problem solving in the context of a technology-rich environment. Still, one-fifth of Finland’s working-age population (ages 16–65) has major difficulties when using IT in problem solving. The ones who have problems are mostly between 40–65 years old. For the population already retired, no numbers are available (OECD, 2014).
