ABSTRACT

Globalization has made policy transfer a key feature of contemporary policymaking — it is reshaping the formulation and implementation of public policy (Levi-Faur and Vigoda-Gadot 2006: 249). In this chapter the definition of policy transfer is adopted, being ‘a process in which knowledge about policies, administrative arrangements, institutions, etc. in one time and/or place is used in the development of policies, administrative arrangements and institutions in another time or place’ (Dolowitz and Marsh 1996: 344).
