ABSTRACT

Throughout the last years there have been growing concerns about the health of democracy, mainly caused by decreasing voter turnout. The 2003 Norwegian municipal council elections and county council elections had the lowest electoral turnout (59.3 % and 55.6 %) since 1922. 1 The 2007 election showed a small increase in voter turnout (61.2 % and 57.5 %), but the turnout is still among the three lowest since 1922. 2
