ABSTRACT

The e-voting machines developed in Brazil are directly connected to the central server of a national information system managed by the Electoral Justice Department. This chapter describes and discusses several electronic voting modes in Latin America, exploring the implications of these modalities for the different functional areas within an electoral framework. Electoral managers are those people in bodies and institutions who are in charge of managing electoral processes. The Latin American model implies the existence of autonomous, specialised and permanent institutions that manage electoral logistics and justice. Whereas the rationale of electoral systems is found in the protection of fundamental political rights the right to elect ensuring information security and reliability and implementing the relevant procedures begin long before these rights materialise. A variation creates an ad hoc body during elections, a sort of provisional commission reporting to the executive branch and operating immediately before the elections and being dissolved right after the elections.
