ABSTRACT

Hong Kong’s educational system is considered one of the few educational systems in the world that demonstrate a range of features which characterize efficient organizations. A 2010 study highlighted six factors that account for the success of an educational system. This chapter concentrates on the processes and the organizational features which “perpetuate innovative practices” at the school level (Law, 2014; Law et al., 2014). This chapter bases its report on a series of design-based studies conducted and led by the author in the last ten years in his attempt to uncover the key organizational features which are likely to enhance opportunities that generate new and innovative ideas in pedagogical change at the school and at the classroom level (Law and Wan, 2006; Law, Galton and Wan, 2007; 2010; Law et al., 2010; Law, 2011; Law et al., 2013). My studies also have a background on key policy change in engineering a new pedagogical role and identity for teachers in the last 30 years in Hong Kong.
