ABSTRACT

Although this volume started with a problem statement on the deplorable state of municipal waste and sanitation services in the fast-growing East African urban centres, it was not the aim of this work to re-emphasise the problems encountered. Rather, the empirical reality of the multifaceted problems in sanitation and solid waste service provision were taken as a starting point to look for reconstruction options for municipal waste and sanitation services through new actor configurations, management practices and technology interfaces. This comprises the empirical heart of this volume.
