ABSTRACT
In October 2011, the Municipal Education Director (MED) for Prishtina, the capital of Kosovo, helped to establish a school principal selection committee. The committee had representatives from the municipal education office and from the central Ministry of Education, Science and Technology (MEST), along with some non-voting members from the school and parent councils. This committee interviewed a number of candidates. In ‘the old days’, before Kosovo achieved independence from Serbia, the decision would have been easy; the most senior local teacher who was politically affiliated with the government, whether professionally successful or not, would have been promoted.
