ABSTRACT

Today, the situation in the Autonomous Province of Bolzano, South Tyrol is generally seen as a success. What used to be a conflict-ridden and extremely poor Alpine region has developed into one of the wealthiest areas of Europe, in which three linguistic groups live together peacefully. Its system of territorial autonomy is widely considered an inspiration for other situations and even as a ‘model’ for other situations. 1
