ABSTRACT
By 2004, after eleven years of precinct-based development, agreements were in place for parts of all precincts with construction under way (Figure 8.1). However, a large number of proposals had collapsed, and there was no final plan for any full precinct. How are we to assess this process against the broad and long-term opportunities embodied in the Docklands?
