ABSTRACT

The need for a free and independent mass media, for an established and effective right to information lawand even the right to communicate through community and non-profit channels of communication are recognised in the neighbouringASEAN countries of Philippines, Indonesia and Thailand (Coronel 2001). Malaysia, however, provides a black hole for these freedoms. While this affects the democratic process and therefore has an impact upon all regardless of status, it has a disproportionate impact on the marginalised in society, and on those working with them to improve their circumstances.
