ABSTRACT
EULEX is an ESDP-led rule of law mission in Kosovo.1 The mission encompasses officers and experts in the areas of policing, judiciary and customs from EU and partner countries2 who are embedded in Kosovo’s own institutions in these three sectors. The aim is to monitor and mentor the Kosovo police, judiciary and customs through presence within these institutions and advise them with the goal of improving their practice.3 The mission also has executive powers in these areas and is thus able to take over cases when it deems that the local institutions are not capable of processing them on their own.
