ABSTRACT
Today, think tanks are more signifi cant actors in Anglo-Saxon countries than ever before, and they have grown markedly in other developed countries (Xifra, 2005). As we will see throughout this chapter, however, in Latin America they seem to be associated with the democratic game and the use of persuasion as a tool of political action.
