ABSTRACT
Governance processes such as decision-making on urban renewal, water system investments and infrastructure projects are causes of concern for public offi cials and an important object of research for scholars in the fi eld of public administration. Although there have been many accounts of problematic decision-making processes and implementation, it is still diffi cult to understand what the causes of problems such as delays, obstruction, cost overruns and dissatisfaction about the results are.
