Recommendations and opinions are not binding and give rise to no legal obligations on the part of the addressees. Recommendations are generally made on the initiatives of the Community institutions whereas opinions are delivered as a result of outside initiatives. An opinion may contain a general assessment of certain facts and may prepare the ground for subsequent legal proceedings.60
