ABSTRACT

This group did not appear to consult with any of the organisations or individuals with direct experience and critical views of the disaster inquest and inquiry system in England and Wales prior to the report, but it did invite views on the findings of the Group following publication (Home Office News Release, 10th March 1997). The Working Group met seven times over seven years and did not publish their report until March 1997. Although there was some brief analysis of the proposals of combinations of post-disaster inquires and inquests, there was no systematic presentation and evaluation of evidence or any list of those giving evidence. Nor was there any explicit reporting of the views of mass inquest coroners or those chairing inquiries into disasters. In considering the chronological and replication issues there was no examination of the related weaknesses or problems of each of the individual legal processes.
