Committee operates as ‘broker’ between Parliament and Council and its task is to facilitate agreement on a joint text within a six week period. If no joint text is agreed, the Act is deemed not to be adopted. Although the Council does have the power to declare a common position during that six week period, and may incorporate some of the proposed amendments, adoption of the Act can still be prevented by an absolute majority decision of the EP. This procedure is used for matters including environmental programmes and policy, incentive measures on public health and areas such as consumer protection, education and freedom of movement of workers.
