Another mechanism for reform is the judicial inquiry. Lord Justice Scott concluded his investigation of the Matrix Churchill (‘arms to Iraq’) affair and reported his findings in February 1996. It was suggested that reforms should be instituted, both in the issue of public interest immunity certificates under the Crown Proceedings Act 1947 as a result of the criticisms that were made of their use, and in the role of the Attorney General. To date, none have been instituted, but, as a result of the wide adverse publicity arising out of this case, it is likely that lessons have been learned.
