(ii) Exclusion by omission WORKPLACE (HEALTH, SAFETY AND WELFARE) REGULATIONS 1992 SI 1992/3004 These Regulations repealed many of the provisions of the Factories Act 1961, provisions which had previously carried civil liability; particularly relevant here is s 29, which imposed duties to provide a safe means of access to a place of work in a factory. In the Consultation Document, issued before these Regulations were made to implement the EC Directive on the Workplace (89/654/EEC), the Health and Safety Commission commented:
