Archipelago is the term used to refer to a group of islands and a question arises as to whether the baseline should follow the low-water mark of every island or whether straight baselines can be used to connect the outermost parts of the group of islands to enclose the archipelago. The question was discussed at UNCLOS I but no final agreement was reached although Article 4 of the TSC Internal waters are those which lie on the landward side of the baseline from which the territorial sea and other maritime zones are calculated. As has already been seen, internal waters may include bays, estuaries and ports and waters enclosed by straight baselines.
