ABSTRACT
A normative framework has been developed for combating gender-based and sexual violence against women and girls but this is poorly implemented and inadequately resourced. Furthermore, even if such violence is appropriately addressed, humanitarian responses are limited in their ability to achieve the necessary attitudinal and behavioural change to achieve transformative equality; these must be long-term societal goals not humanitarian responses evoked only in the aftermath of conflict or crisis.
