ABSTRACT
Rustbelt regions are hard to turn round. All the regions reported on here have done relatively well, some substantially better than others, in reducing unemployment, finding or generating new jobs, and healing many of the scars of heavy industrialization. The generic reasons why they have been successful where they have are threefold.
