ABSTRACT

The EUSC represents a key link for GMES in the area of security. It has experience in providing not only military information, but also information in support of civil security activities related to the Petersberg tasks as well as natural and manmade disasters. The EUSC could play a role in developing dual use mechanisms and procedures. The role of the EUSC is still developing with regard to Europe’s new CFSP. The CFSP is, itself, also at a relatively early stage of development. Currently, the CFSP is considered the ‘second pillar’ of the EU, but lies outside of the authority of the EC and its scope is debated by Member States. A significant role for the EUSC in GMES may evolve in due course as the CFSP issues are resolved and a clear definition of security in the GMES context is finalised.
