If asked to think of a crime that implicates the issues of surveillance and security, most Americans would probably mention the apocalyptic specter of terrorism before the quotidian crime of identity theft. And yet it is identity theft, not terrorism, that over the past decade has rocketed from being a virtually nonexistent offense category to becoming “the fastest growing crime in America.”
