ABSTRACT
The 18th century was dominated by two opposite psychological states: fear and hope. Classical criminology was born in the dialectic of fear and optimism. Fear of the breakdown of society, fear that the cosmos appeared one huge void, fear of the absence of secure foundations to existence. Fear... of the mob, the ragged poverty-stricken mass of humanity which the movement out of the tradition-bound localities of the pre-modern had created.
