It might be expected that, given the importance of the concept of ‘business’ liability to the scope of the Act, it would be closely defined in the Act. Such expectations would be disappointed!
Aside from s 1(3), there is a further (partial) definition in s 14, to the effect that a ‘business includes a profession and the activities of any government department or local or public authority.’
