ABSTRACT
General Historically, all modern states have had some sort of ‘secret police’ organisation. In totalitarian dictatorships the main purpose of these organisations has been to ensure the continued rule of the existing government by the elimination of political opposition. In most cases the secret police organisation has been given virtually unlimited authority that has far exceeded the democratic principle of the rule of law.
