ABSTRACT
It was for a long time assumed that population control was to be achieved primarily by the promotion of fertility control. The 1927 World Population Conference organised by the American birth control activist Margaret Sanger21 assumed that population control and fertility control were more or less synonymous. While fertility control is clearly an element of population control policies, and is often the public face of population control, there are many factors that influence population levels.
