ABSTRACT

Since 1992, 40 states and the District of Columbia have enacted legislation for charter schools. As of September 2007, there are upwards of 4,000 charter schools serving more than one million students (Center for Education Reform, 2007). Charter schools are public schools created by a charter between a chartering authority and those individuals who wish to run a school (Green & Mead, 2004). ey receive much autonomy from regulations pertaining to traditional public schools. In return, the schools must meet the educational goals established in the charter or face possible closure. Charter schools are created by an authorizing statute, which delegates authority and responsibilities to certain educational agencies (Green & Mead, 2004).
