ABSTRACT
Chief amongst the rationales for a regional tier of government discussed at the beginning of this volume was the argument for democratic decentralisation. Although the creation of regional levels of democratic governance can lead to the decentralisation of political power, the process of regionalisation is not necessarily a process of decentralisation. Power can be moved upwards to the region and away from local authorities.
