ABSTRACT
The Agency’s legal service convenes a number of national legal groups7 that try to ensure consistent legal advice is given to both internal clients and, also, external stakeholders. Each group meets periodically to consider legal issues
and form national views on some of the very complicated and difficult issues that concern the development of environment law.8
