ABSTRACT
Germany has been a relative latecomer to the world of the democratic system of government. It was not until 1919 in the aftermath of the First World War and with the disintegration of the German and Austrian/Hungarian monarchies that the “Constitution of Weimar” established a truly parliamentary system in Germany, which suffered from serious political weaknesses that were to lead to the rapid demise of early 20th-century democracy in Germany.
