ABSTRACT
This chapter describes the frame of reference of Reform 94 in Upper Secondary School, its background, aims, and principles, and focuses on the means of steering and implementation used by central authorities. The chapter questions whether Management by Objectives (MBO) as a steering principle, coupled with leadership training, is an adequate tool in furthering innovations and keeping up the national educational aims.
