ABSTRACT
The campus has its third principal in 4 years. There are seven different literacy programs being implemented in some fashion. Children are labeled, unlabeled, tested, and placed in these programs with no discernible design except availability either in the child’s schedule or in the reading class. This scenario repeats itself over and over in urban centers across the nation.
