ABSTRACT

Serna Elementary School is one of six case-study schools investigated during the 1998-1999 school year (Adler & Fisher, 2000; Fisher & Adler, 1999) as part of a resource allocation study of high performing, high poverty schools. Schools with a minimum of 3 years of consistent enrollments of 50% or more of their students eligible for free and reduced lunch and 50% or more satisfactory achievement on a standardized reading assessment were included in the study. This case study describes Serna Elementary School, which in 1999 was named as a “Recognized School”2 by the Texas Education Agency.
